What I want to know is: how on earth do they measure that ?

I'm betting the explanation is more confounding than not knowing in the first place.
I think you're soooo right, Janie !
The Satellites didn't move from their orbits which highlighted the discrepancy I think.
Either that or some scientist went out to his car in the morning and it was a bit further away.
I'm going to run with your option #2. That works in my brain.
